Can I file Chapter 31 & Get IU?
Attorney Matthew Hill explains if filing for Veteran Readiness & Employment (VR&E) and Individual Unemployability (IU) benefits are possible or not in this short video.
Why it Matters: IU benefits typically require veterans to be unable to maintain substantially gainful employment, so does that mean you can’t get VR&E benefits? Find out from members of our team.

How do I Qualify for VR&E?
Veteran Readiness & Employment or VR&E is tailored for veterans with service-connected disabilities, attempting to ease the shift to civilian employment.
This program provides comprehensive support, including job training, vocational counseling, and educational benefits.
Whether it's finding a new career path or gaining independence in the civilian workforce, Chapter 31 offers a network of resources for veterans facing adversity due to disabilities.
Services and Support
Job Training: Opportunities for on-the-job training, apprenticeships, and more, leading to stable employment.
Vocational Counseling: Personalized career guidance to align veterans' skills with suitable career options.
Educational Benefits: Financial aid covering tuition, books, and living expenses for those pursuing further education.
Eligibility and Applying
Veterans with at least a 10% service-connected disability rating and an honorable discharge are eligible.
The application can be made via the VA website, mail, or in person, with the necessary documentation, including the DD214 form.
The eligibility window is 12 years from the date of discharge or the date you were notified of your disability rating, with extensions possible for those with a serious employment handicap.
Chapter 31 vs. GI Bill
Unlike the GI Bill, which is available to all veterans and active-duty members without a disability requirement, Chapter 31 specifically aids disabled veterans.
It offers up to 48 months of benefits, compared to the GI Bill's 36 months, and focuses on vocational rehabilitation.
Veterans can utilize both benefits simultaneously, maximizing their support for education and employment.
For Active Duty and Discharged Veterans
Active duty members awaiting discharge due to a service-connected injury and veterans with a pre-discharge disability rating of 20% or higher can also apply.
However, benefits are not transferable to dependents.
Upgraded Benefits
Significant changes as of April 11, 2021, mean that using Chapter 31 benefits no longer detracts from eligibility for other educational benefits, allowing veterans to fully utilize the support available to them.
VR&E COLA and Subsistence Allowance Rates
The program includes adjusted cost-of-living rates to aid veterans based on their number of dependents, ensuring financial support aligns with current economic conditions.
VR&E Tracks
Five distinct tracks offer tailored support, whether you're returning to a former job, seeking rapid employment, exploring self-employment, trying for a new career, or needing support for independent living due to your disability.
Reemployment Track
Rapid Access to Employment Track
Self-Employment Track
Employment Through Long Term Services Track
Independent Living Track
